Cole County CARES Act Application Guide for Reimbursement (Phase 1)

August 2020 - Only entities (Educational Institutions, Municipalities, Healthcare and Social Service Organizations) are eligible for Phase 1 reimbursement.

 The information below explains how Cole County’s allocation of Federal funds through the Federal Coronavirus Aid, Relief, and Economic Security (CARES) Act may be used in accordance with the law. The funds provided to potential recipients are available under section 601(d) of the Social Security Act, as added by section 5001 of the CARES Act.

 Entities (Applicants) will submit completed Applications by 8/31/2020 to:

Applicants will provide signed certifications and detailed documentation, including receipts (pictures or unaltered copies will suffice) for review by Cole County staff and advisors. 

Recommended applications will be presented to the Cole County Commission for approval. Upon approval, Applicants will provide vendor information to the County to allow for payment. Additional monitoring may be necessary. If an application is incomplete or rejected, the Applicant will be notified as to the reason why. 

 Applicants that seek reimbursements will be asked to certify that funds will only be used in accordance with the following:

1. Are necessary expenditures incurred due to the COVID-19 public health emergency

 2. Are not accounted for in the budget most recently approved as of March 27, 2020. A cost meets this requirement if:

 a) the cost cannot lawfully be funded using a line item, allotment, or allocation within that budget 


 b) the cost is for a substantially different use from any expected use of funds in such a line item, allotment, or allocation and was incurred during the period from March 1, 2020 to November 30, 2020.
